Branching Question Icon not showing

The branching question icon (element h5p-branching-question-icon) is not showing. The resource doesn't seem to exist in the file system.

found out the reason for this it is because the code generate puts filler charactyer "==" at the end of the string but they are not part of the actual encode so should be removed.
